China Air Cargo Development Forum 2012

According to the 12th Five-year plan of Chinese civil aviation, the Civil Aviation Administration of China plans to improve the international freight ability, encourage the merger, reorganization and business cooperation of forwarders, establish exclusive airfreight companies with strong international competitiveness and actively enhance the airport freight hub construction by supports on resources such as airlines and flight timetables. It is planned to construct three international airfreight hub clusters, namely the Bohai Rim Area featured by Beijing and Tianjin, the Yangtze River Delta featured by Shanghai and the Pearl River Delta featured by Guangzhou. According to the plan, till 2015, the cargo & mail turnover volume of Chinese aviation will reach 9 million tons, with an average annual increase of 10%
Tianjin is the largest city second to Beijing in North China; also, it is an important port and industrial city in northern area. Development of aviation market can rely on local economy and surrounding cities. Currently, the economic development situation of Tianjin, the gradually statured freight volume of Beijing Capital International Airport and the expansion of Tianjin Airport all highlight the important position of Tianjin aviation market.

Tianjin is developing to be a global top end industrial city centering on aviation manufacture, electronic manufacture and biomedicine. It is the location of the first airplane assembling line of Airbus out of Europe. There are 5786 Hong Kong sole proprietorships and joint venture companies in Tianjin, as well as 800 Korean enterprises and almost 400 Japanese enterprises have invested there. Since 2005, Korean Air, Asiana Airlines and Japanese Airlines have constantly increased their passenger and freight air lines to Tianjin. In their view, Binhai New District will play the same role as Pudong in Shanghai and Shenzhen in Guangdong; also, it has great potential especially that the cargos are mostly high value-added products. Besides, Tianjin is an excellent port which is less than 30 kilometers from the airport after expansion. Facing the aviation market with such a great potential of development, it is necessary to make a plan immediately.
At present, the expansion of Tianjin Airport and convenience of transport facilities have laid great foundation for development of Tianjin aviation market. The reconstruction and expansion project of Tianjin Airport for which the NDRC has approved a total investment of 2 billion Yuan will three times expand the total scale of Tianjin Binhai International Airport, and gradually introduce urban subway, Beijing-Tianjin Inter-city Passenger Railway and Beijing-Tianjin -Tangshan Expressway to Tianjin Airport. The complete bonded cargo storage and transport facilities are great foundation for further expansion of international and domestic freight transport.
Tianjin aviation market has sufficient freight resources. According to the customs statistics of Beijing Capital International Airport, more than 75% of export cargos are from Tianjin. Samsung, Motorola, Freescale, Fujitsu, ZTE, Novo Nordisk, Novozymes, Smith Kline &French Laboratories Ltd. and Hanaco Medical all set their Chinese production bases in Tianjin. The passenger and cargo throughput of Beijing Capital International Airport has brought great pressure to itself and the transport of Beijing. Due to the lack of Tianjin flight and air lines (especially the direct North American freight airline), many cargos shall set out in Beijing, which not only waste the time, but also increase the expense. It is inevitable to increase the flights of Tianjin Airport. Tianjin Airport will definitely become the airfreight center in North China and even the airfreight base in Northeast Asia.
